Does this work on a 2021 jeep wrangler rubicon with backup camera? it’s a two door. does it come with straps for bikes to lock down with too?

I have a 2018 JL with a built-in back up camera and this works beautifully with it. Your backup camera will not be happy that the bike rack is there, but it's okay. I love this rack. It's easy to install, sturdy, etc.

Can you use this on a camper spare tire?

I don’t see why it wouldn’t work. It fits over the top of the tire and the straps are long enough to reach the bumper to secure the bottom
