Can I take this underwater and use instead of a tank for scuba diving?

Only if you buy 2. You need one for each lung to keep them properly inflated.

Will this work to top off a 2 gallon water heater expansion tanks? Need 60 psi.

Yes, it should be able to do that... as the highest setting is 120psi. On average with a fully charged 3.0ah battery... I can put about 25psi into 6 tires before the battery needs to be recharged... so get a 4.0ah or higher battery to handle the duration it would take to completely fill that tank.

They should make this in 18v .

The Milwaukee 2848-20 is the M18 version.

Does it inflate a big truck tire 80lbs

Not the best product for that task, bigger tires fill real slow.
