i10L does not need to be charged, it gets power from the Lightning port of device.

I have an iPhone 8+ and I would like to connect/sync to two peerless outdoor speakers via Bluetooth. Will this work for that?

Yes. I use this Bluetooth splitter transmitter to connect to two separate outdoor speakers at once and it works just fine. There is a limit to the range it has. But mine works with each speaker being about 10 feet away from the transmitter. I’ve successfully used my transmitter with my iPhone X and my iPad.

Can i pair it with a bose wireless speaker and jbl wireless speaker and have them both play same song from my iphone?

As long as it can pair to a bluetooth device, yes. I paired mine with Bose Soudlink Mini II and a wireless (bluetooth) party speaker T300. No problem.

Is there a Android (usb c) equivalent?

This product is specific to iPhone. I do not know if they have one for Android. You might go to the manufacturers site.
