It's a special edition, its its own complete game. This is not an expansion whatsoever.

Can this be played with only 2 people?

Not sure about the GoT version specifically, but I know there are 2-player variant rules for Catan. Just search for the 2-player variant rules and you should find a few variations that are pretty widely used for 2 players. 3-4 with the base game. And expansion sold separately was released in January of 2019 that will allow 5-6 player.
