Is this bidirectional at all?

No. It takes the signal from the Mac and distributes to an extra monitor. Only one port can be used at a time also.

I bought for my Mac and it works. I am sorry I don't have the answer for Windows OS

I wouldn’t think so, as display ports on a laptop are outputs, but never tried.
