I bought this and it's only pushing about 35 watts of power into my goalzero in full sun - is there a way to actually achieve 120w?

Your question is incomplete as it does not indicate the particular GZ. The smallest is only capable of 18 watts. Nor do you list the connection used. USB C provides more power than USB A. You may not be able to acheive 120W due to your GZ limitations. Also the ports may not support 100 Watts.

Will this directly charge a MacBookPro 2017 ?

I just tested my 80W Twelseavan panel with a 2020 M1 MBP. It charged it at 20V through the USB C port. On the other hand, a 2013-2017 MacBook Air charges through a MagSafe 2 port. There might be an adapter that would make this kind of MB Air possible, but it won't work with just the cables supplied by Apple and Twelseavan.
