In my experience it was more of a suggestion of keeping your hair under control. Only a small amount (1/8" thick layer on the pad of my index finger) is necessary to keep my hair (over-ear length, long bangs) in place just strongly enough to look neat. Definitely apply to towel-dry hair, or distribution will be inconsistent. Isaac Mizrahi once mentioned that if there's anything you should overspend on/pay extra for, it's your hair - keeping it cut the way you like, styled the way you like, colored the way you like.
