Would this be suitable to clean the outer windows pvc in block of flats don't have the strength to wash the outer pvc or to reach thanks

It would surface wipe pvc, but it's not really shaped to do crevices. I'm disabled and use this without trouble on my bungalow windows. It would not extend for higher windows. It is 48 inches long. Hope this helps.

Will I reach top windows with it using small step ladder?

To be honest I still think it would be too much of a reach making it slightly dangerous.

Depth = 5.3cm including rubber squeegee bit; Velcro depth for spongy bit = 3.5cm Spongy bit = 5cm Width of head piece = 26cm Rotation of head to accommodate everyday use = no as you have to reset rotation and angle each time for all areas (corners vs width of glass etc).
