is the white license plate light only supposed to come on when brakes applied?

No, you must have made a wiring mistake. Make sure your not going from a 2 wire brake light. If so, you’ll end up with your current issue.

How does the license plate sit flush if the bolt head protrude?

It doesnt sit perfectly flush but it is hardly noticeable. The nut sits out a tad but its hidden by the plate itself.

Anyone know what size fuse to run for this light? Thanks.

Ideally you should use your bike’s original tail/ brake light wires so that it functions when the brakes are applied… your factory harness will be fused already. If for some reason you are running your own power wires that aren’t tied into your brake switches the brake light won’t work. Conversely, if you wire to your brake light switches the running tail light won’t work. Regardless 5 amp should be totally sufficient and if it burns out, and there’s no shorts just try 7.5, or 10 amp.
