Can this jacket be washed?

This leather jacket is not recommended to be washed in water, which will reduce its service life. If you want to clean the jacket, it is recommended that you first use a brush to remove the dust and dirt on the surface of the jacket, then wipe it with a wet paper towel, and then expose it to the sun for a while (avoid prolonged exposure)

Does this jacket have an external pocket for soapstone?

No it only had a internal pocket. I had to return my jacket it was covered in mold and the buttons and zipper was rusted . After I returned my jacket I went back and read to comment's I wasn't the only one that had this problem. I wouldn't waste my money on this .
