is this a padded or just paper back? we need paper back no padding .

this is just paper. no padding when i received it.

Can this be used for polishing a scuff from windshield wiper?

I would not try it personally. There are other cream polishes that would be better suited.

Will this smooth out a burr on a sewing machine throat plate?

Yes. It will smooth just about anything. If you can feel the burr you might well start with a coarser abrasive sheet. 320 to 600 grit will smooth the throat plate material much faster but still leave a silky smooth finish. These grits will take the metal to a mirror finish but will remove metal very slowly.

can i order just 3000 grit 8 1/2 by 11 sheets psa

Yes, you can order just the 3000 grit. I believe you can order a 10 pack.
