will this work on a 2008 mazda 3i brake rotor?

Yes it will. Spread is up to 12-3/4 inch with a reach of 5 inch. Use the provided strap. Great tool. I used it on a 2006 Jetta front and rear discs

The rotor is about 13 inchs in diameter. Can use this tool for pulling it?

This maxes out probably around 13" safely. If you need bigger than that, you can get the OTC-6979, which goes up to 17" and will fit most rotors on sports cars.

Brake shoes are completely rusted and won't let go of the rotor, is it safe to to keep tightening until it comes off without major damage? Help!! TY!

Back of the brake adjustment so the drum can rotate normally. then pull the drum off. if you pull the drum off with the shows you'll at least damage the brake attachment hardware. you could also damage the plate the shoes are attached to.
