Does this product contain any dangerous isocyanates like other 2k Clear Coats?

Yes, unfortunately there is no way to do a 2K clear coat with isocyanates at the moment. That said, a good respirator, skin and eye protection combined with good ventilation will go a long way in avoiding any possible skin or airway irritation. Paints in general contain many irritants so wearing protective gear is always your best bet.

Can i spray on bare auto metal without worrying about rust in a few days, months,or years? picture an old mg car. bare metal with clear.

Does topcoat have to flash or can I sand with 600grt then apply ?

This paint is time sensitive wait the suggested 12 before sanding get a piece of metal follow their time line
