What are the ppr? i need it set to 2 since it’s reading double my rpm

Yes you can splice a wire on to it make the signal wire longer.

Does hour meter count only the hours the motor is ACTUAL running?

yes. the TOT hours will count when machine is running. but it will display when machine is off, and the RPM value will be displayed when machine is on.
