As soon as i connect to a car battery the lights turn off. When i disconnect it from the battery the charging lights come on on the controller.???

Mind did the very same thing. It end up being the wires coming from the controller to the battery. I ran the black wire from the controller to the plus side of the batter and the red to the negative. The green light turned off and the red light stayed on. I know the battery isn't fully charged, so I think the problem maybe solved.

Is the controller waterproof &, therefore, can it be mounted exposed to the elements?

I can confirm that the controller is not waterproof. I have used it without incident for a year, then forgot and left it out in the rain. I can't revive it, even after cleaning the PCB with rubbing alcohol.

Can other brand solar panels (2 x 20w) be joined with this one prior to the charge controller with the proper SAE pigtail?

Yes, you can do that. The total power of solar panels should be within 100w.

Will this run and bank (recharge from night use) enough energy for my rv furnace and pump?

How much energy does your RV use in one night? The panel produces 20 Watts in strong sunlight, figure 5-6 hours of good sun in a day, that"s approx 100 watt hours of energy. if your RV uses more than that in one night, the answer is no. If it uses less than 100 watt hours, then the answer is yes
