Will this work holding crepe paper streamers outside on a wood fence and aluminum awning?

It does hold but you need to use correct amount of it if it's very little may lost hold very quickly also please consider weather if it's outside. Thank you

What's it like if its used outside and gets wet?

Elaine, I have not used it outside before. I have two outside walls in my classroom and so far through temperature changes and condensation, it has held my posters and such up very well.
