If I just lay them on the floor would the sand pour out?

I use sed bread bags filled with pea gravel. Sand tends to find a way to leak. Put the filled breadbags inside the sandbags and close the velcro. No problem

Yes. I have similar weight bags on 2 canopies in my back yard. As long as you fill them with something like sand or gravel, they are very heavy. We have had very severe winds and the canopies didn't budge. Since you are taking these to the beach, you could pack the 'empty' in your beach bag, then fill them up with sand at the beach, then empty them before you leave again. If you were going to do that, I'd take some sort of scoop to fill them faster.
