Is this a genuine master airscrew balsa stripper, or is it a knockoff? does it come in master airscrew’s packaging, with their instruction sheet?

I don't remember what the packaging looked like. I also don't know if it is a knockoff. I may have saved the instructions, but they're buried in a deep tool drawer. All I can tell you is that it works great with balsa and if the blade is new, you can strip Popsicle sticks.

Can this balsa stripper also strip mahogany strips?

It may work, f the wood were very straight grain, and I would believe would be 1/32 thickness or less. Probably would be OK for trim stripping. But it is really made for balsa, using Xacto type blades.

I have 1/16” basswood I am interested in cutting into thin strips. Will this tool be able to slice my basswood into strips?

I haven't used this for basswood but, I don't see any problem with 1/16. For blades I recommend American Line #11.
