can the timer be set for less than 15 minutes?

The dial on the timer goes from 0.......15.......30 etc. so yes you could set it for less than 15 mins. I have not tried this though. This little timer is well worth the money.

Will this work with the orbit 20066 portable 1/4-inch outdoor mist cooling system? i want it to mist for a few minutes every 5 minutes or so...

I don’t think it will work as you want. You can set it for a set time frame but then have to set for another.....can’t set for intermittent timing.

why do timer leak after few months of use

Yes. We run 8-10 of them around the property. I date them when I put them in service. They usually last 1 year , then start leaking from the bottom.

Does this timer have a mode that bypasses the timer feature to keep the water on all the time?

Not that I"m aware of. But at normal flow through a garden hose, it will run at about 8 gallons a minute or 480 gallons in an hour. That's a lot of water in the garden. I find the product to serve me well.
