I ordered two of these and only one came with the rubber strip to prevent it from sliding. How can that be resolved?

You could try contacting the manufacturer, but the simplest way will be to do a return with Amazon for the one missing the rubber grip and they’ll send you a new one immediately and give you 30 days and instructions to return the defective one.

Can the removeable clip be repositioned on an angle to the 1-2o'clcock (for lefties) and 10-11oclock position (for righties)?

The clip cannot be repositioned. It just lifts up and down.

How is this used for laptops?

I have not used this for laptop. I have used this to help my son’s writing abilities. I suppose it could be used as a prop for a phone or tablet but can’t see it being used for a laptop.
