Does it test capacitors in circuit as well as out of circuit like the atlas esr70 does?

It can, but like any tester, it will be affected by connected components. ESR test is usually pretty reliable in-circuit as it sends 100kHz (or whatever frequency you pick from the selection) and the impedance of a good cap will be low - 1-2 ohms typically so parallel components should not show up. Capacitance may not be, depends as it will measure all capacitance in-circuit across the node (across the capacitor). Large electrolytics may test close enough, small caps probably not. The other tests, Q, leakage, etc are not in-circuit tests.

What is the lowest inductance range?

lowest range is 20.000 uH so it will measure down to 0.001 uH at 2.5% 100KHz

Can i connect any usb 5v charger? what's the amp needed if so?

You can if you know what you're doing. There's USB 5v to 9v adapters out there, very cheap. I converted mine to run with 2 18650 in series, which makes about 8 volts. This device will need at least 6.5 volts to run. Again, make sure you know what you're doing.
