I would say 14, as you can remove the cups from the bra. I am 36C but have a wide butt, the 14 i ve ordered is fitting my posterior( and hips) very well and the bra is just perfect( with the cups in). I am an F cup and often find that non-wired suits have poor bust support, halter necks are uncomfortable. But the thick cross-back straps and padded cups on this suit hold everything in place well! The material feels good quality. I was planning to use this suit for a spa break, but I am a sea swimmer and I think it would even work for β€œproper” swimming. I would suggest going by the actual measurements on the size guide, rather than dress size. I did this and it fits perfectly.
