might be a silly question but how do you fix these onto a flat surface?

There is a nut on the threaded portion of the switch, undo this and remove it and the washer which is attached to the red cover. Drill a suitable size hole in your flat surface, poke switch through, put washer and red cover on and tighten nut.

Does it work with a pc?

I don't know why or what you'd use it for on a PC but as long as you don't put more than 12v or 20A through it, then yes!
