What quality is the filter

High quality same as Dodge carries.

What brand / what company manufacturers these filters?

Not sure but they seam to work well. Got them for my 2014 3500 (tuned an deleted) put about 2k miles on them so far everything seams fine

Has anyone ran these filter in a cold environment? We can get as low as -10 to -20 in the coldest times.

I do hotshot overtheroad , my truck been as low as 15. And i been using this filters for years now with no problems

Are these Chinese or foriegn made filters?
