Can the bassu oil be applied directly to the scalp and left on for a few minutes and washed out?

I'm sure you could do that, but I wouldn't. It's not that type of oil - like a hot oil - that would penetrate your scalp and/or hair to hydrate or condition it. It's very silicone-ish and it sits on/coats the hair.

How well does this product work on dry not wet hair?

It works great on both! I use more when my hair is wet and just enough to coat my palms to put on dry hair before straightening or curling. I love Surface Bassu!!
