I have two questions: (1) Does it come with a Fahrenheit dial face-plate ? (2) what is the length and diameter of the thermocouple probe ?

Yes both Fahrenheit and Celsius temperature markings on the dial. The probe is about 3 inches long and 1/4 inch in diameter.

How many degrees below cut-on temperature does the fan cut-off? For example, does it cut-off after it cools down 10 degree or 20 degree?

I have the probe in the radiator hose ,the gauge sender is in the engine, of a vw cabrio so I am not sure , if the fan turns on and I turn the dial up very little it turns off so I don't think there is a delay like a temp switch I will say it works great very adjustable just fine tune it to the car of what temp you want

Is the thermostat waterproof enough to mount at the radiator? It does not appear as a sealed unit

I have mine mounted with and out 6 inches of my radiator in my jeep and do alot of splashing around and have not had an issue yet.

Will this effect the A/c function of the fan?

It's a relay that is controlled by thermostat so if temperature is set to 100 degree it will connect the fan to electricity so no consumption of electrical power just a switch, but if your fan or fans consumes more than the rated you might blow the thermostat switch.
