Is the 4oz size enough to glue rubber shoe soles back onto rubber sandals?

The 4oz should be way more than adequate. Although, we use it for leather on leather and not on rubber. If you are gluing rubber to rubber, you may want to look into a different type of cement more adequate to glue rubber to rubber.

Will this glue a door jam to a concrete floor?

This basically a super rubber cement, made for shoe soles, etc. I use it for lots of uses and have great luck with it. I wouldn't hesitate to try it on a door jam.
