Yes you can pull it over your head, but it would work more like a larger headband rather than a hat.

What are the dimensions of this item?

Not sure but I wear a 7-5/8 new era hat and the neck warmer fits fine and it still remains loose

It doesn't really say what size it is. I think it's pretty much a "one size fits all" except for someone with a very muscular neck. It should fit anyone from small to medium build.
