It could, I suppose, as long as the router cutter shank is below 3mm and you want it to do some metal milling as well. Better going for a Proxxon MP 400 Micro Shaper 610872 if all you want to do is routing in wood.

Yes, as long as the width of the cut is below 3mm. Lubrication of the cut may be a problem.
