Will this hold my samsumg fold 2 with a spigen tough armor case?

I would be very cautious to put a foldable phone on this tablet holder. It puts a significant amount of pressure on the side of the phone, which, could lead to it folding shut, or worse, snap it backwards.. Also, please check that your Android OS will be compatible with the DJI Controller FIRST.

No you'll need a different tablet holder. This one is specifically designed for the DJI universal controller. The DJI Mini SE uses a tablet holder that has a plate that clips into the bottom of the controller. This one clips into the top.

Will this work for the iPad Pro 12.9 with an otter box defender case?

Yes, you can use iPad 12.9 with this product. The "catchers" can stretch up to 9" comfortably (8.46" for iPad 12.9). For the second part of the question: even though the "catchers" are deep enough to grab 1/2" thick unit. I usually take the iPad out of the case before mounting. I don't want to have iPad slip out of the holder during the flights. Also having the case increases weight I have to hold which increases stress on my wrists.

is the tension on the hinged areas good? does it ever need to be tightened like say after repeated uses?

tension is plenty strong so not going to flop around. I haven't needed to tighten mine buit believe if I had to it wouldn't be a problem.
