Are the straps stainless steel?

Yes, the hose clamps are 100% stainless steel, Stainless band and screw.

Will this fit a 2015 vx cruiser?

I would say yes. I installed it on a 2006 VX 110. You just have to cut the house to the water spout under the deck and install it with the hose clamps. Works great when towing someone so they don't get drowned by the spray.

Will this fit 21 vx deluxe ?

While it will 'fit' any waverunner, it may be a semi useful feature depending on where you add it. It will either be behind the gate and you won't be able to easily (or safely) switch it, or it will interfere with the gate (this is on the 2022 VX and FX models).
