Can I return this if I opened the plastic packaging? I thought this was an eyelet puncher

That would be an Amazon question. I do not know the policy.

What are the dies made of? Zinc, like the corner rounding and other WeR tools?

They are metal......I don't know if they are zinc

What is the maximum thickness the punch can accommodate for media (paper, chipboard, etc.)? Please don't answer if you don't know.

The project I'm working on right now I have 2 pieces of lightweight chipboard stacked. One is a template for aligning the hole for the bottom piece. Punches through easily. Hope this helps.

Has anyone used this specifically for cutting stabilized cotton fabric used for crafting

I have not, but I doubt it will work. It is not as powerful as a crop-a-dial. For fabric, I use a Crop-A-DIAL POWER Punch.
